Telegrams intercepted by American intelligence between the foreign ministry in Tokyo and Japanese embassies in Belin, Rome, and Moscow are an important primary source that has received little study. Peter Herde analyzes them and presents the most important telegrams in their English translation by the US intelligence services. The telegrams offer new insights into relations within the Axis pact and between Japan and the Soviet Union.
